The third issue of the journal of the Chinese Academy of Engineering, China Engineering Science, in 2023, issued an article entitled "Research on the Development Strategy of China's Offshore Oil and Gas Equipment" by the research team of Li Qingping, chief engineer of CNOOC Research Institute Co., Ltd. This paper comprehensively analyzes and summarizes the global development status and domestic development level of offshore oil and gas exploration equipment, drilling equipment, construction equipment and production equipment, analyzes the development gap in the field of offshore oil and gas equipment in China, and puts forward the future development direction of various fields. The study puts forward the future development goals of China's offshore oil and gas equipment, and proposes the development of unmanned, intelligent and standardized development to achieve the upgrading of the regular offshore equipment industry; advance the deployment of 3000-meter ultra-deep water oil and gas field development technology and equipment system, formulate a list of key core equipment, speed up the breakthrough of core equipment; speed up the localization of underwater production equipment; speed up the breakthrough of floating liquefied natural gas facilities (FLNG) to build a big country heavy equipment; strengthen the construction of marine equipment testing and certification system, help the application of the "first set" of equipment, explore the integration of offshore oil and gas equipment and offshore new energy development and other strategic recommendations, in order to provide reference for China's future offshore oil and gas equipment development strategy.

At present, the global offshore oil and gas development engineering and equipment market has formed a three-level echelon competition pattern. In recent years, my country has made breakthroughs in deepwater development, and is working hard to narrow the gap with foreign countries in the localization of deepwater oil and gas development technology and equipment. Some European and American countries in the first echelon (the United States, Norway, etc.) were the first to develop marine engineering and equipment, monopolizing the research and development, design and most of the key supporting equipment technologies of the world's marine engineering equipment; the second echelon is dominated by Asian countries in the field of equipment manufacturing. In the past ten years, my country has jumped from the third echelon to the leading position of the second echelon, with South Korea and Singapore in the construction of high-end marine engineering equipment module, in particular, a series of deepwater oil and gas development projects represented by Liwan 3-1 gas field, Liuhua 16-2 oil field group and Lingshui 17-2 gas field have been successfully implemented, marking the historic leap of China's offshore oil exploration and development equipment from 300 m deep water to more than 1500 m ultra-deep water. Brazil, Russia, UAE and other resource-rich countries in the third echelon have become new competitors in the field of marine engineering equipment manufacturing, but have not yet formed strong competitiveness in the world market.
China's offshore oil and gas equipment started from shallow water, gradually began to layout and breakthrough in deep water, and experienced the process of foreign cooperation and independent tackling. In 1996, it cooperated with Amoco Company of the United States to develop the Liuhua 11-1 oil field with a water depth of 330 m using the "South China Sea Challenge" semi-submersible floating production system (FPS); the successful application of the semi-submersible drilling platform "Endeavour" has made China the third country after the United States and Norway with an integrated capability of designing, constructing, commissioning and using ultra-deepwater semi-submersible drilling platforms; in 2014, the operation of the Liwan 3-1 large field with a water depth of nearly 1500 m promoted the large-scale application of underwater production equipment. In 2008, the National Science and Technology Major Project launched the "Offshore Deepwater Oil and Gas Field Development Engineering Technology" project, and through three consecutive periods of more than ten years of funding, deep-water drilling and completion equipment, floating platforms, underwater production systems, risers, and floating Major deepwater equipment such as liquefied natural gas facilities (FLNG) has carried out systematic and continuous research; during the "13th Five-Year Plan" period, the Ministry of Science and Technology and the Ministry of Industry and Information Technology also funded the research on some major equipment such as the Deep Sea Support Platform, the Dry Tree Semi-Submersible Platform, and FLNG; the national key research and development plan was in the "13th Five-Year Plan" During the "14th Five-Year Plan" period, the special projects of "Key Deep Sea Technology and Equipment" and "Deep Sea and Key Technology and Polar Equipment" were respectively funded. These scientific research projects, combined with engineering practice, have promoted the breakthrough of China's deepwater technology and the progress of deepwater equipment, helped China's offshore oil and gas operation equipment become more and more complete, and the deep-sea oil and gas development fleet was initially formed.
